AMSTERDAM - Het binnenhalen van het Britse opkoopfonds Apax door PCM Uitgevers in 2004 was zowel financieel als strategisch onnodig. Het besluit kostte de uitgever van onder meer de Volkskrant en NRC Handelsblad ruim 300 miljoen euro en leverde het bedrijf vrijwel niets op, mede door voortdurende ruzies tussen de top van het bedrijf en de grootaandeelhouder, de stichting Democratie en Media. Die betaalde in 2007 bovendien veel te veel om weer van Apax af te komen.
Dat zijn de vernietigende conclusies van een rapport van de Ondernemingskamer naar mogelijk wanbeleid bij PCM, dat maandag openbaar is gemaakt. Volgens de onderzoekers kwam er van de beoogde strategie van basisverbreding (andere activiteiten naast de kranten) vanaf het begin niets terecht.
Dat kwam onder meer door ruzies tussen de raad van bestuur en raad van commissarissen enerzijds en de Stichting Democratie en Media (SDM), de ideële grootaandeelhouder van het bedrijf anderzijds.
De onderzoekers laken vooral de rol van SDM bij het 'zigzagbeleid' van de onderneming tussen de komst van Apax begin 2004 en het vertrek van de Britten, in de zomer van 2007. Door de onenigheid en de gemaakte afspraken zat Apax in een zetel. De participatieregeling die leidde tot forse bonussen voor de top van PCM noemen de onderzoekers verder onnodig en ondoorzichting.
Volgens het onderzoek is het voortbestaan van PCM gered door de recente verkoop van de educatieve uitgeverij Thieme Meulenhoff, net voor de kredietcrisis. Volgens de onderzoekers is de uitkomst nu dat PCM twee educatieve uitgeverijen armer is, terwijl de bankschuld meer dan verdrievoudigde. De onderzoekers adviseren SDM het geld dat zij zelf kregen rond Apax terug te stoppen in het bedrijf.
SDM noemt het rapport in een reactie 'eendimensionaal' en stelt dat het achteraf makkelijk is te constateren dat het binnenhalen van Apax onwenselijk was. De huidige eigenaar van PCM (na het vertrek van Apax) wil pas nader reageren als ze het rapport bestudeerd hebben. PCM zegt lessen getrokken hebben uit de gebeurtenissen en, ook volgens de onderzoekers, op de goede weg te zijn

flying tank A 40 Kryl'ya Tanka

So the Soviet Air Force ordered Oleg Antonov to design a glider for landing tanks. A 40 In confirms sheer ambition and readiness of Antoniv A-40. Antonov was more ambitious, and instead added a detachable cradle to a T-60 light tank, bearing large wood and fabric biplane wings and twin tail. Such a tank could glide into the battlefield, drop its wings, and be ready to fight within minutes.
A 40's unit was towed by a heavy bomber such as the Petlyakov Pe-8 or Tupolev TB-3.
Whilst Western sources say the KT never left the ground, Soviet sources say a single successful flight was made in 1941 or 1942. ( see below )
With only limited official support, the programme was cancelled shortly after that time. A-40 had maximum takeoff weight as 8200 kg. Its wing span was 15m and length was 11.5 m. Its towing speed and landing speed were 160km/h and 110 km/h resp.

A 40 discusses about the challenges faced by air-dropping vehicles. The biggest problem with air-dropping vehicles is that their crews drop separately, and may be delayed or prevented from bringing them into action. Gliders allow crews to arrive at the drop zone along with their vehicles. They also minimize exposure of the valuable towing aircraft, which needn't appear over the battlefield.
